1. General Provisions
1.1. The principles for organizing and ensuring the quality of continuing education at SA Estonian Business School (hereinafter "EBS") (hereinafter "Principles") are established based on § 7 (1) of the Adult Education Act, guided by the requirements and guidelines set out in the said Act, the Continuing Education Standard, the Higher Education Act, EBS's study regulations, and EBS's quality assurance framework.
1.2. EBS has the right to provide education at three levels of higher education and, to promote lifelong learning, conducts and is registered as an organizer of continuing education (Notice of Economic Activity No. 258466 in EHIS).
1.3. EBS (the training organizer) conducts continuing education in the curricula of business, administration, law, and related continuing education curricula, considering the internationally standardized general education classification ISCED 97 (International Standard Classification of Education, UNESCO; 1997).
1.4. Continuing education is conducted on independent curricula that consider specific goals of continuing education, the needs of specific target groups, or the proposals of the continuing education requester, following the requirements set out for continuing education curricula in the Continuing Education Standard (§ 2).
1.5. In continuing education, participants can take EBS degree program subjects, modules of degree programs, or micro-degree programs, where participants must follow the requirements set out in EBS's curriculum statute and study regulations (Open Studies).
1.6. The rights and obligations of a participant (student) in continuing education are stipulated in these "Principles". In degree programs, the rights and obligations of a participant (student) in continuing education also arise from EBS's study regulations.
1.7. Supervision over the planning, organization, and quality assurance of continuing education at EBS is carried out by a member of the Board of SA Estonian Business School.
2. Planning, Organization, and Quality Assurance of Continuing Education
2.1. Continuing education is planned as part of EBS's unified teaching and development activities, considering the needs of potential target groups for continuing education, proposals from employers and cooperation partners, and feedback results from conducted continuing education.
2.2. The development of continuing education curricula, including programs and courses, is carried out in cooperation with EBS's degree program and curriculum leaders, relevant field experts, and employers. The implementation of continuing education curricula is organized by program managers appointed by the member of the Board responsible for the field of continuing education, in cooperation with EBS's support structures that support teaching activities.
2.3. Continuing education programs are conducted in a modern learning environment located at Lauteri 3, with the possibility of using the e-learning information system Canvas, EBS's library, and reading room. The learning environment meets occupational health and safety requirements. When conducting ordered continuing education programs at the requester's location, the training organizer assesses the suitability and technical possibilities of the rooms provided for conducting the training at the required level and conditions.
2.4. In ensuring the quality of the organization and teaching of continuing education, the procedures set out in EBS's quality assurance framework are followed, considering the specifics of continuing education. During and after the implementation of the continuing education curriculum, participants have the opportunity to provide feedback on both the content and organization of the program, and the results are taken into account in the planning and organization of continuing education.
2.5. Continuing education curricula, programs, and courses, along with their content, conditions for application, fees for educational services, and other important information, are published on EBS's website and in EBS's training e-purchase environment.
3. Registration, Participation, and Payment Conditions for Continuing Education
3.1. Registration for continuing education takes place in the e-purchase environment on EBS's website, no later than 48 hours before the start of the training (or under special conditions specified in the training description), where the participant confirms that they have read and agree with the principles of organizing continuing education, the conditions for payment for educational services, and the principles for processing personal data, which are conducted in accordance with the Personal Data Protection Act.
3.2. The prerequisites for participating in a continuing education curriculum, course, or other form of study are provided in the information regarding registration. The training organizer has the right to request additional information about the participant's prerequisites for the relevant form of study.
3.3. The training organizer has the right to refuse the enrollment of an individual in continuing education if the training organizer is aware that the individual has previously violated academic ethics requirements or behaved inappropriately. An individual who does not meet the necessary prerequisites for completing the curriculum or form of study will not be registered for the training.
4. Payment and Withdrawal Conditions for Training
4.1. Payment for continuing education is made in the e-purchase environment or based on an invoice issued after registration before the training begins by the deadline provided in the training information. Payment for educational services guarantees the participant a place in the continuing education curriculum or course. The training organizer may apply a discount to the participant, the procedure and conditions for which are provided in the information regarding the relevant form of study.
4.2. In case of withdrawal from continuing education in the e-purchase environment or in writing at least 3 working days before the start of the training, the participant is released from the obligation to pay the training fee. In case of later notification, the paid amount will not be refunded. For degree courses that last more than two weeks, participants can get back 50% of the training fee if withdrawal is formalized in the e-purchase environment by the end of the second study week.
4.3. If a participant selected from open courses discontinues or notifies after the second week of study, the educational service fee will not be refunded. If there is a valid reason for discontinuation, such as illness or work mission, the participant can choose a new course from the list of continuing education within the current academic year or the following academic year.
4.4. If the continuing education is canceled for reasons on the organizer's part, the participant can choose a replacement training from the available courses or have the full educational service fee refunded.
4.5. The training organizer can exclude individuals from the continuing education curriculum, program, or course who have not met the conditions and obligations set out in these "Principles", have not paid the educational service fee according to the issued invoices, have behaved inappropriately, or have violated academic norms.
5. Completion and Certification of Participation in Training
5.1. An electronic certificate or proof of participation is issued for completing and participating in continuing education, in accordance with the requirements set out in the Continuing Education Standard (§ 3). Upon the participant's request, the training organizer can issue the certificate or proof on paper. In case of loss, destruction, or damage of the certificate/proof, a duplicate of the certificate is issued based on the owner's personal application.
5.2. The certificate or proof is signed by the member of the Board of SA Estonian Business School responsible for organizing continuing education or a person authorized by them.
6. Dispute Resolution
6.1. Disagreements and disputes between EBS and the participant are resolved through negotiations between the parties. If negotiations do not yield a satisfactory result, the dispute is resolved in Harju County Court.
7. Implementation Provisions
7.1. These principles come into effect upon publication under the normative documents on the Estonian Business School website and in the EBS document management system.
7.2. By the decision of the Board of SA Estonian Business School No. 13, 01.07.2024, the Continuing Education Regulations of Estonian Business School, approved on 25 May 2020, are repealed.
